Forum-shifting and the battle over intellectual property protection and enforcement: Since the 1970s the US has used trade leverage to get other countries to offer stronger protection of its firms’ intellectual property. A leak of the draft IP chapter of the Trans-Pacific Partnership reveals continued US efforts to continue to push for higher standards and stricter enforcement in a heretofore highly secretive and exclusionary process.
